Job Description:

Assures safe, efficient and quality operation and workflow through supervision, guidance andsupport of the staff. Responsible for the operating procedures, quality control, maintenanceand proficiency testing programs for area of responsibility under the direction of the sectionsmanager, director of laboratory and/or medical director. Performs duties and responsibilities in a manner consistent with our mission and values.Principle Accountabilities:1. Safety/Risk Management: Maintains an environment for employees, patients, medical staff, and visitors that promote safety consciousness in order to achieve a safe physical environment. 10%a.Complies with Infection Control guidelines. b. Adheres to chemical hygiene policies. c. Follows confidentiality policy/procedure. d. Adheres to hospital wide and department specific safety regulations. e. Conducts quality/safety audits and writes quality improvement reports as necessary. f. Creates a safe and clean work environment and addresses safety issues as needed.2. Operations Management: Plans, organizes and controls workflow of the appropriate section in order to accomplish all laboratory functions in a safe, efficient and accurate manner. 10% a. Maintains current knowledge of section policies and procedures and interprets them accurately to staff. Recommends and writes updates to section policies and procedures b. Assists with keeping accurate records in order to comply with requirements and standards of inspection and accreditation agencies. c. Supports Lab Management in initiating change/updates to the Laboratory Information System Test Menu and the Hospital Information System SIM file to ensure accurate orders, patient reports and charges for all of the section’s test procedure d. Maintains appropriate staffing to meet department needs and Hospital requirements (i.e. scheduling, productivity rate, and turnaround time). e. Responsible for or assists manager with data entry into the time & attendance system. f. Assists manager with budget preparation and cost accounting. g. Responsible for or assists manager with following up on inventory or purchasing problems. h. Identifies and investigates both operational and technical problems and implements corrective action or refers problems to manager as required. i. Maintains appropriate records.3. Planning and Goal Management: Develops goals and objectives for the section consistent with the Hospital’s strategic and operating plans. 10%a. Directs, leads and supervises the employees toward attainment of the objectives. b. Assist with planning, organizing and control of the operation and workflow in accordance with CLIA-’88, OSHA, and other regulatory entities. c. Ensures employee compliance. d. Assures all services are carried out accurately, efficiently, timely and optimally safe. e. Delegates responsibilities appropriately. f. Provides guidance and support as needed.4. Leadership and Management: Acts as liaison within laboratory section as well as between laboratory sections, other hospital departments, other hospitals or health care facilities, and physicians or their offices to ensure coordination cooperation and appropriate service. 10% a. Meet with manager to discuss status of section and any problems. b. Assist with providing education, training, and/or quality review items to nursing service, other hospital departments or physician offices performing laboratory procedures. c. Attends other meetings as required and dispenses information to appropriate persons. d.Facilitates and promotes team-building, and decentralized decision-making. e. Supports and participates in the Hospital activities. f. Remains current in Laboratory and management developments through participation in continuing education and self-study. (15 hours per year)5. Human Resources Management: Assist with managing personnel functions including hiring, transfer, promotion, discipline and discharge. 25% a. Coordinates and participates in orientation to the department and Hospital policies and procedures, and interprets as necessary. b. Monitors staff performance and participates in employees performance appraisals, which may include writing and presenting. c. Recommends hiring, transfer, promotion, discipline and discharge. d. Identifies staff development needs and encourages individual growth and development. e. Maintains employee records. f. Keeps employees informed of events and issues within the department, St. Luke’s Laboratory and Hospital. g. Solicits and utilizes staff input on issues or projects. 6. Quality Management: Monitors assignments to assure accurate and thorough work performed according to policy and procedure in order to provide a continuous level of quality in patient care. 10% a. Prepares, maintains, and reviews appropriate section’s quality improvement standards and policies (with direction from the manager and medical director). b. Monitors to ensure the quality improvement effectiveness in performing quality services. c. Assists the manager and medical director in test procedure review, investigation, development and implementation. d. Directs and supervises proficiency testing, reporting, and follow up actions when needed. e. Assists in identifying and investigating operational and technical problems. f. Implements corrective action or refers problem to manager, director or medical director. g. Acts as resource in problem resolution. 7. Technical Responsibilities: Assists with running equipment and technical expertise in order to provide a continuous level of quality in test results. 25% a. Acts as a liaison between sections within the laboratory, physicians and/or other Hospital departments in order to assure appropriate services. b. Functions as a technical resource to physicians and employees. c. Assists employees with troubleshooting technical problems. d. Maintains current knowledge of technical and supervisory development through participation in continuing education and self-study. e. Performs all other work duties as assigned.Total 100%Associates Degree required, BS or BA degree preferred MT(ASCP), MLS(ASCP), MLT(ASCP), HT(ASCP), CT(ASCP) or equivalent required based on job discipline. Must meet latest version of CLIA requirements for General Supervisor at time of application and employment. Certification by national accrediting agency in appropriate discipline required. Certification requiring educational maintenance must be kept current and valid.Requires minimum four years full-time technical experience in clinical laboratory (cytology full-time experience must be within the preceding 10 years). Two years minimum experience must be in area(s) to be supervised. Prior supervisory experience preferred. Exhibits good judgment and flexibility.The assessment, care and treatment provided by the Laboratory will be consistent with the specific age related needs of the patient. The Laboratory divisions are competent to provide patient care to neonates/infants, children, adolescents, adults and geriatrics.Employee is required to sit, stand and walk frequently. Employee must lift/carry light (20# max) occasionally. Employee is required to bend, squat, climb, lift floor to waist and lift waist to overhead occasionally; reach forward and reach overhead frequently.
